Federal health officials have proposed that all health plans selling insurance on the new online marketplaces must allow for easy payment options for households without bank accounts or credit cards.

State Claims Commissioner J. Paul Vance Jr. has denied Charla Nash, who was blinded and disfigured in a 2009 chimpanzee attack in Stamford, in her bid to sue the state for $150 million in damages, according to the commissioner's office.

Washington –- With members of Congress worried that states have been lax in reporting and addressing the problem of children being sold for sex, Connecticut was pointed to at a Senate hearing Tuesday as a potential model.

“You all in Connecticut seem to have figured out how to put together a comprehensive strategy,” Sen. Ron Wyden, D-Ore., said to Joette Katz, the head of Connecticut’s Department of Children and Families.

Katz responded that “shining a light” on the issue is the best thing you can do to combat child sex trafficking.

Bridgeport – Beth Carter was in pain from the oral surgery. She’d spent the past night outside. She was on the verge of crying from the pain, except she couldn’t stop praising what she’d just gotten: her first dental care in nearly a decade.

“I’ve been preparing for this day for a whole year,” said Carter, 55, the first patient at this year’s Connecticut Mission of Mercy free dental clinic. She arrived to wait in line at 10:30 a.m. Thursday, 19½ hours before the clinic was scheduled to open.

In a much-anticipated proposal, the state’s largest insurer has indicated what it wants to charge people buying coverage in the new insurance marketplace being created under federal health reform.

Anthem Blue Cross and Blue Shield said the average monthly premium for an individual health plan would be $440.65. The prices would vary based on each customer’s age, location and the specific health plan chosen, ranging from $101.73 to $1,259.

Voting along party lines, legislators adopted an omnibus bill to implement numerous social service policy changes in the next state budget, including the end of a health coverage program launched by former Gov. M. Jodi Rell to help the uninsured.

Targeting minors for prostitution is about to become a little more difficult for pimps and “johns.”

A bill that would make it easier for law enforcement to prosecute those who sexually exploit children -- and increase the penalty for those who knowingly solicit them -- is headed for the governor’s desk after receiving a unanimous vote from state legislators.

The General Assembly approved a measure Monday making several technical changes to the gun control statute enacted this April in response to December’s fatal shooting at a Newtown elementary school.

While they enacted a statute two months ago that imposes numerous new restrictions on firearm purchases, tightens school security and expands insurance coverage for mental health, lawmakers have since discovered numerous problems with that measure.
