Urban won an open seat in 2000, succeeding Rob Simmons, who was elected to Congress that year. She won her first four terms as a Republican, then joined the Democratic majority two weeks after her re-election in 2006. In her first run as a Democrat, Urban won big. She also scored an easy win in 2010, capturing nearly two-thirds of the vote in her victory over Republican William Cutler.
Urban's defection from the GOP ranks was not a shock. She had frequently crossed the aisle to vote with Democrats and considered running against U.S. Sen. Joseph I. Lieberman as an anti-war Republican in 2006. She is a former economics and political science professor, who has pushed "results-based accountability" in state budgeting. She also has trained horses and crusaded at the Capitol for animal rights. Urban co-sponsored nearly a dozen bills in 2009 to protect animals, ranging from hens on egg farms to elephants in circuses. In 2010, Urban and other legislators appealed unsuccessfully to the Connecticut Humane Society to stop euthanizing animals for non-health reasons.
Urban is the owner of Sunnyfield Farm, an equestrian center in North Stonington. The only outside income she reported in 2010 was consulting fees from the Results Leadership Group, a consulting firm that works with government and non-profit organizations. She reported owning two stocks, Washington Trust and Avon Cosmetics.Urban disclosed owing at least $10,000 to Washington Trust Bank.A note on financial disclosure: Every spring, officials are required to disclose the ownership of real estate, the source of any income exceeding $1,000 in the previous calendar year and securities worth more than $5,000.
