O'Brien was first elected in 2002, winning an open seat that had been held by David Pudlin, the House majority leader.
O'Brien, a full-time legislator, was vice chairman of the Government Administration and Elections Committee in 2005, when the panel played a leading role in the passage of sweeping campaign-finance reform legislation. He unsuccessfully ran for mayor of New Britain in 2009.
O'Brein proposed a "mansion tax" in 2010 that would levy a state property tax of $10 for every $1,000 of assessed value over $1 million - if the mansion's owner does not already pay state income taxes. For example, if a millionaire with homes in Connecticut and Florida, where there is no state income tax, claims residency there, a big tax bill still will be due back here.
O'Brien's only reported income is from his salary as a state legislator.
